Why Does FEMA Recommend Stockpiling These Items?

FEMA is one of those government organizations that suffers from being both simultaneously overwhelming and underwhelming. We complain at the lack of response from FEMA following a serious regional disaster, but we also complain about their massive power, FEMA camps, and so on.

The truth is, thanks to Executive Orders and the COVID era Title 32 Change, FEMA truly is capable of existing in both realms. They can show up in tornado alley and appear pretty ineffective but also wield the power to lockdown citizens and use a limitless national guard. This article: FEMA Is Here: The Only Rights You Still Have explains how this works in detail. Even so, there are some good things that come from it. We will focus on a specific part of their documentation: their recommended stockpiling list.

So, What Does FEMA Recommend you Stockpile?

How To Outfox FEMA During The Next CrisisFEMA recommends that you have a bare minimum of 3 days (72 hours) worth of emergency items that make up the average emergency kit.

A basic emergency supplies kit could include the following recommended items:

  1. Water (one gallon per person per day for at least three days, for drinking and sanitation)
  2. Food (at least a three-day supply of non-perishable food)
  3. Battery-powered or hand crank radio and a NOAA Weather Radio with tone alert
  4. Flashlight
  5. First aid kit
  6. Extra batteries
  7. Whistle (to signal for help)
  8. Dust mask (to help filter contaminated air)
  9. Plastic sheeting and duct tape (to shelter in place)
  10. Moist towelettes, garbage bags and plastic ties (for personal sanitation)
  11. Manual can opener (for food)
  12. Non-sparking wrench or pliers to turn off utilities
  13. Local maps
  14. Cell phone with chargers and a backup battery

The reason FEMA recommends the stockpiling of these items is an old prepper truth that you must understand. You are going to be on your own in a disaster.  If you understand nothing else about preparing for a disaster, please understand this.

Another reason that FEMA might recommend stockpiling certain items is because they do hold the power to take the things they need in an emergency. Many people think this is crazy and that it would never happen.

I would just say that if it wasn’t a concern or a motivation then our government would not have created three separate Executive Orders specifically designed to confiscate various private resources to aid in recovery.

What Stockpiled Items FEMA can Take from YOU!

You Won't Survive A FEMA Takeover Without ThisAs you build your stockpile and you surpass that 72-hour recommendation, be wary. FEMA has been granted massive powers of confiscation through executive order. While there are many conspiracies about government organizations out there, this is not one of them.

Just do some research on what EO 10998,97,95 grant FEMA power to do in an emergency. You don’t have to take my word for it. Though I can sum it all up pretty succinctly for you.

EO 10995 FEMA can take all Comms and Media.

EO 10997 FEMA can take fuel and power of all kinds.

EO 10998 is a monster that gives tremendous power to FEMA in terms of confiscation. Some of the things they can take under this executive order are:

  • Food Resources
  • Farm Equipment
  • Fertilizer
  • Food Resource Facilities

These are not limited to businesses. These resources and equipment can be confiscated from whoever has them. If FEMA declares an emergency and deems your equipment or food necessary for recovery, then get ready to hand them over!

This is one of the reasons things like covert stockpiling, OPSEC, and caching survival items are so important. What FEMA doesn’t know about cannot be demanded of you!

Now, emergencies and disasters are terrifying situations. That said, I am more scared of FEMA taking over farming and food production! Seems like a recipe for nationwide famine if you ask me.

The Problem with FEMAs Recommendations

The problem is that their recommendations are very vague and do not address anything that lasts more than 72 hours. I think this is because FEMA must manage people freaking out. If they recommended we all have 1 month of supplies, people might get upset, even though it’s definitely the right thing to do.

FEMA also exists under the umbrella of the government, so it operates under the fantasy that civilians are protected by law enforcement at all times. There is no mention of self-defense in anything that is written or recommended.

If you prepare by FEMA standards, then you will have no means of protecting yourself and your family from local looters or terrorists. Any kind of survival or preparedness setup is going to involve some kind of self-defense tools and training with those tools.

Another big hole in FEMAs game is the ability to cook, heat and cool. There is virtually no mention of fuel for cooking or heating on the supplies list. You need to have an answer for how you will cook food in a disaster and how you will generate heat for your family.

I think the FEMA checklist is a great resource. If you are starting from scratch these items are going to really make a difference in most common disasters. However, use this as a launch pad into deeper preparedness.

Final Thoughts

More important than anything that FEMA will or will not do in a disaster is where you are with your preps right now. When you look over the recommended list of stockpiled items do you see a list of things you already have on hand, or do you see a list of stuff that you need to buy?

FEMAs recommendations are basics and 72 hours is truly a minimum that every person should have. What you need is more like 2 weeks’ worth of food, water and supplies to assure you aren’t scrambling one week into disaster recovery.

Most preppers keep much more than 2 weeks’ worth of supplies on hand. That is your choice. However, understand that FEMA is severely limited in the amount of resources it is going to bring to a major disaster that spans multiple locations in the nation.

You will be on your own.

    Never TRUST anyone coming to help you. If the help is “true”, then you will receive the help for FREE and never have to give anything back, as payment.
    No info, no name, no address, no nothing, BUT HELP…

    Here is the part that they want from you, for there so-called help.
    All info on you and everyone you know.
    That’s not help.

      You bring up a perspective that resonates with a lot of folks who value personal independence and self-reliance, and it’s true that real help, the kind that comes from the heart, shouldn’t come with strings attached. In high-stress situations, like disasters, it’s wise to stay alert and cautious about who you’re dealing with and what they’re asking in return for “assistance.” History has taught us that not all aid is truly selfless.

      At the same time, preparing ahead, as we suggest, is the best way to ensure you don’t have to rely on anyone whose motives you question. Stockpiling essentials gives you the freedom to stay out of the system when things get chaotic. And you’re right: giving freely, without expecting anything back, is powerful.     The SCOTUS and other courts have ruled the government has NO DUTY TO PROTECT THE INDIVIDUAL. This mainly applies to CRIMINAL cases I can see a time when it applies to what FEMA does or does not do such as TAKING the supplies that YOU have bought and stored for YOU and your family. It will most likely happen in cities and larger towns because everything is close together and easier for the gubmint to confiscate. At least initially. It will spread to smaller towns and rural areas eventually. The biggest case SCOTUS took was Warren v DC in 1981 if you want to look it up
    That was a criminal case but don’t be fooled because FEMA will need all the supplies it can take. We only have something like 3 to 7 days of food in warehouses and on shelves under normal circumstances. And don’t forget what happened during the great toilet paper rush during COVID. Stop telling yourself ” I’ll start stocking up tomorrow”. And keep your PREPS to yourself. As they said during WW2 ” lose lips sink ships”.

      You’re absolutely right to highlight Warren v. DC, it’s a sobering reminder that the government isn’t legally obligated to protect individual citizens, and that reality should shape how we prepare. Your point about FEMA is valid too; in a large-scale crisis, especially in urban areas, authorities may prioritize centralized control of resources, which could very well include commandeering personal supplies “for the greater good.” History shows us that what begins in the cities doesn’t always stay there.

      The food supply chain is fragile even in normal times, and COVID gave everyone a front-row seat to just how quickly it can unravel. Waiting until tomorrow to start prepping is one of the most dangerous mental traps out there. You nailed it with the WWII saying, OPSEC (operational security) isn’t paranoia, it’s smart survival strategy. Stock wisely, keep quiet, and be ready to stand on your own when the system falters.

        regardless of any court decision, the gubermints ONLY job is the protection of its citizens. This is typically represented as national defense. By allowing these decisions to stand has given the gubermint more power to rule instead of serve. Which is why FEMA is no longer (if it ever was) a part of a solution for anything.

        I was part of the National Guard response sent to New Orleans for Katrina, I saw first hand how they operated.

    Howdy from high in the desert swamp,
    I looked up the EO’s and who was in office. These are from 1962. I was born in 61 but, most of my teachers were men or wives of WWII or Korea veterans. 1962 was still a mass of those two wars. Leaders were war veterans. Vietnam was heating up. The Iron curtain was really there. Communism was sa-ans idea and running wild. My earliest memories from 1965 1st grade were 3 bells. One for end of class. A second for weather/tornado drills. Third was bomb drills. The Russians were in Cuba and coming this way and they are “godless cannibals!” These EO’s from then I don’t think were malicious as much as to be able to feed the troops again. America was the breadbasket of the world, not Ukraine. Rural people, gardens and livestock were far greater than cities. I remember my relatives talking about victory gardens and rationing to help “the boys over there.” However today is a different life. I look back and shake my head at the difference in national vitality and doing your patriotic duty as compared to today. Older people still have it. It may be dormant, mine sometimes is, from all the stupid but we, want it. The younger ones born in the 80’s on have no clue what individual liberty actually was and now it isn’t. These leaders today will stop at nothing to control you. If you put on a mask willingly, you are part of the problem. If you took the jab because someone nameless faceless government body said so, you are the problem. People talk about the government like it’s a corporation. People today do not grasp WE THE PEOPLE. This article is good. Very good actually. I would love to have a round table discussion to hear what all ages have to say on this. If people are not preparing because they think the government will just come take it from us is dumb. Spending 100’s of thousands on a bunker system to many is ludicrous. I however think it’s your money. It’s your time. It’s your liberty. You do what each individual feels necessary inside existing law. That, is liberty. Today is not the same country as the 1960’s. Or 70’s or even the early 2000’s. Each election cycle changes the landscape on Liberty. Seeing all these changes is another reason to make certain you and your soul is prepared.
    Remember the Alamo-the enemy of liberty killed everyone
    Remember North Carolina-the government was 0 help
    Remember to have your soul prepared.

You’ve captured something that a lot of people feel deep in their bones but often struggle to articulate: the massive shift from a country built on resilience, personal responsibility, and sacrifice to one that increasingly seems detached from those roots. Your memory of drills, rationing, and patriotism is a sobering contrast to today’s political theater and cultural fragmentation.

      You’re spot on about the executive orders of the early 1960s. Back then, there was a real, tangible fear of global conflict, and many policies, while not perfect, were born out of a survival mindset shaped by the Depression and two world wars. But as you rightly said, today’s context is vastly different. We no longer live under a government made up of war-hardened men and women with dirt under their nails and a sense of duty rooted in shared sacrifice. Now, there’s more distrust than cohesion, more control than cooperation. And that makes personal preparedness not just smart, but essential. What we do with our resources, our beliefs, and our freedom is up to us as individuals. You said it best: that is liberty.

    Rather than buying purchased canned foods or freeze dried foods, can your own meals ready to eat. FEMA won’t want what you canned because the government claims to fear home-canning!

Home-canning your own meals not only gives you control over ingredients and shelf life, but it also flies under the radar in a way store-bought stockpiles don’t. You’re absolutely right: agencies like FEMA often discourage or dismiss home-canned foods due to “safety concerns,” which ironically makes them less likely to confiscate them in an emergency situation.

      Plus, there’s a certain security in knowing exactly how your food was prepared and stored, something that factory-processed options just can’t match.         This is why I can myself. It’s glass and not the most stable to transport especially if it’s in a truck. That makes me think maybe I should have a rotten one canned awful on purpose to make someone think, eww yukadoo and leave me alone? Lol. That’s a good thought.

    Believe it or not this article started to shed some light for me… anyway’s…about all the hub bub about the threat of FEMA… E.O.’s are quite the fad …now day’s…Making who we vote into office..a very important subject…and the person in charge of F.E.M.A.might need a friendly reminder reminder from the prepper community. If you have any common sense suggestions.

The people steering agencies like FEMA don’t operate in a vacuum—they respond to the tone and priorities set by leadership, which means our votes and voices matter more than ever.

      As for reminding FEMA and others that the prepper community is paying attention? Absolutely. Common sense suggestions like transparency, respect for private property, and a commitment to support, not control, citizens during crises go a long way. But at the same time, we all know the most powerful reminder we can send is quiet self-reliance: prepping smart, staying under the radar, and making sure we’re not the ones waiting for help when the system stumbles.

    I have a friend employed with FEMA in the SE region who would give you the shoes off of her feet if you honestly needed them. She takes a dim view of the many posts bashing FEMA, and I can’t blame her because she sincerely wants to help people out, and she is good at helping people to the maximum of whatever they’ll let her do.
    Now, I promise, if she tells me that FEMA is fixing to act on one of those EOs – you’ll be the first crowd I tell after close friends and immediate family. But… until that day, please cut her and her helpful coworkers just a little slack.
    It’s wise to have stuff put back for a rainy day. It’s wise to have comms, media, fuel, power, ag equipment and food resources put back – secured – unadvertised. It’s wise to keep abreast of such legislation and agencies and the potential SHTF scenarios involving all of that.
    I believe it is wise also to talk to people like human beings before we double down and ask if they are wearing Level 4 plates.

      it’s good to be reminded that behind every agency are real people doing their best within the system they’re in. I don’t doubt your friend’s heart or her commitment to helping others. We need more folks like her in emergency response roles.

      That said, I think a lot of the skepticism toward FEMA (and other government agencies) comes less from personal grievances and more from a desire to be self-reliant and prepared for situations where systems might fail, or become overwhelmed. It’s not always about distrust of individuals, but rather a recognition of how things can break down on a larger scale, as we’ve seen during big disasters.

      Totally agree with you: keep your resources secure, stay informed, and don’t advertise your preps. And yes! treat each other like humans first, especially in stressful conversations. It’s possible to prepare for the worst while still hoping and working for the best. Appreciate your level-headed take on it.

        Even if FEMA is truly wanting to help an area devastated by x, it’s still going to take time for them to gather necessary provisions and travel to the devastation location. Depending upon the severity of the devastation, help efforts might take even longer to reach those needing it most.

        I think that’s why they go by the 72-hour rule, because they expect their efforts to take at least three days before it gets to you.

        Friends were in the path of a hurricane that went inland. Lots of road and bridge damage, so getting supplies was hampered greatly. FEMA said they’d be able to help in six weeks. Area folks let FEMA know they couldn’t wait six weeks, as they’d likely have first snow in eight weeks.

        Local communities banded together to fix roads and bridges. Those with boats offered to deliver goods up river where roads and bridges had washed out.

        FEMA did eventually arrive to help, but by that point the worst of the destruction had been handled. Most of the major roads were passable; as I recall, FEMA did work with the Army Core of Engineers to help with bridge repair.

        The area was largely rural, and my experience has been that government entities are quick to take the rural tax dollar but not so quick to help rural communities.

        I understand that if a metropolitan area with rural areas surrounding it needs help, more people can be helped by helping the metro area, but seeing rural areas skipped or ignored still chafes at times.

        Agreed. The only other thing I would add is – sometimes the best way to change an organization is from within. I would challenge those who dislike FEMA to get a job with FEMA for no less than one year and be an integral part of the positive change that they desire.

    Organizations are made up of people, very few question the orders given to them, as most will try to preserve their jobs. America’s past was brilliant, today we remember that splendor. Most cities have zoning and someone will tell you what you can and can’t do on your property. It’s best to stay under the radar, and the World War II maxim: “tight lips keep ships afloat!” applies today more than ever

      You nailed it. Bureaucracies rarely serve the individual, and most folks on the inside just follow protocol to keep their paychecks. That’s why self-reliance is more important now than ever. The more we can do quietly, without drawing attention, the better. History has shown us what happens when people get too comfortable trusting systems that weren’t built to protect personal freedom. “Tight lips” isn’t just a wartime slogan, it’s a survival mindset.
